What do we get in azure framework?

What do we get in Azure app fabric and azure frame work.

Is this just a platform that we have to build from scratch?

I have drupal php - and know that I can get the site up and runiing in less than a week

Yes, from what I understand, it's service bus.
"Windows Azure platform AppFabric helps developers connect applications and services in the cloud or on-premises...It provides a Service Bus for connectivity across network and organizational boundaries, and Access Control for federated authorization as a service." http://www.microsoft.com/windowsazure/appfabric/

The idea seems to be that you can run PHP on Azure. Which means you can use Drupal as well as a starting point. Plus take advantage of what the Azure Platform offers.
